California Air Quality Alert: Close Windows for Health

Following a fire that occurred at Vistra Energy’s lithium-ion energy storage system, Monterey County residents, especially those who live near Moss Landing Harbor are being asked to keep their windows closed and their doors shut. This incident raised concerns about the potential dangers of smoke inhalation.

What is the health risk of smoke from battery fires?

Smoke, particularly that from fires involving lithium-ion cells, poses significant health hazards. It is possible that the smoke contains fine particulates and toxic chemicals. The exposure to these substances could lead to lung infections, and even long-term damage. Carcinogens are likely present in the smoke, creating additional health risks. The most vulnerable populations to this effect are children, elderly people, and those who have respiratory diseases.

Vistra Power Battery Fire: Important Information

An official statement posted on Tuesday on the Monterey County web site stated that “light smoke” was produced by the Vistra energy facility fire. However, light smoke is still harmful.

Vistra Energy is one of world’s biggest lithium-ion power plants. This incident has a serious impact on local air pollution.

Monterey County authorities urge residents to take precautions by closing windows and door overnight to limit exposure to smoke. The recommendation is still in place as of this morning. It was first issued on Tuesday at 10:03 pm.

A similar incident happened in January and prompted the evacuation of many residents due to the fear of unknown health risks associated with chemicals released. A fire in January released unknown airborne hazards into the surrounding community.

A failure of the internal fire suppression systems at the facility reportedly caused the January fire to escalate. The previous incident led to legal actions, as four residents sued Vistra Energy and LG Energy Solution (the installation company) along with Pacific Gas & Electric.

Due to the intense heat and toxic fumes produced by lithium battery fires, they can be a unique challenge. The “thermal-runaway” phenomenon can cause rapid temperature rises and make it difficult to put out fires. They can emit harmful gases, such as carbon monoxide and hydrogen fluoride. These gasses pose serious respiratory risks.

Although the fire appeared not to directly affect undamaged Lithium Ion batteries at the site. North Monterey County fire chief Juan Mendoza reported that a number of batteries were relit. He highlighted the ongoing dangers with Lithium Ion Battery Fires as well as the possibility for reignition after the initial extinguishment.

The History of the Incidents that occurred at Moss Landing Energy Storage Facilities

Two separate energy storage units are located at the location of this incident. It is a former PG&E plant. Vistra Energy is the owner of one facility, and PG&E has another. A fire at the PG&E plant in September of 2022 triggered a county hazardous material response and a order to shelter-in place for the nearby residents. The fire was a result of a previous fire related concern.

Continued Monitoring and Next Actions

Monterey County officials continue to closely monitor the situation, including community air particle matter monitoring and metals tests. For further information and advice, residents are encouraged to follow official channels. This includes staying updated on the latest air quality measurements following fires involving lithium-ion cells at Vistra Energy.
