Johnson’s budget plan contains a reconciliation instructions for the House Ways and Means Committee. The goal is to keep deficit spending below $4.7 trillion.

It will be included in a comprehensive bill that addresses border security and defense expenditures, as well as “American energy” initiative. The House Freedom Caucus, however, views this as inadequate and supports a limit of $5.5 trillion in deficit spending, which would be offset by further spending cuts. Trump had previously suggested removing federal debt limits.

Trump expressed his support for a comprehensive legislation that included all of his top priorities, including border security and taxes. He later showed more flexibility when he said the number or bills “doesn’t really matter”.

Johnson said he hoped to finalize a “markup” budget maybe by Tuesday. However, Rep. Andy Ogles stated that his party was still far away from an agreement on a budget which complicated this timeline. To avoid fiscal gridlock, finding common ground is essential.
