The White House published the executive order, officially titled “Implementing the President’s ‘Department of Government Efficiency’ Cost Efficiency Initiative,” on Wednesday. This executive order requires that the heads of federal departments and agencies work with their “DOGE Team Leaders”, who monitor those agencies. In a timeframe of 30 days, the agencies are required to justify existing grants and contracts.

In the order it is stated that, “Each Agency Director, working with their DOGE Team Leads, will review existing covered grants and contracts. If appropriate, they may terminate them or modify them (including by renegotiating) to lower overall Federal expenditures or reallocate funds to improve efficiency or advance my Administration’s policies.” It is possible that a new wave of contracts will be renegotiated or terminated.

This initiative focuses on “waste and fraud” and specifically targets these issues. The heads of the agencies must also provide “written reasons for each payment”, detailing how federal funds are used to fund travel, conferences and non-essential events. The agency heads must identify any federal property that is surplus or not needed and make a report.

Adding to its immediate effect, the order places a 30-day temporary freeze on agency card use, except in the case of expenditures relating to disaster relief and natural disaster response, as well as other vital services.

The executive order is a follow-up to previous initiatives, such as Elon Musk’s infamous email asking federal employees to justify their position. It was widely believed that the communication implied a potential loss of job for failure to comply.

Musk’s strategy has received public support from President Trump despite assertions by some agency heads that responding to the email is voluntary and doesn’t impact employment status. Musk was present at a recent Cabinet Meeting where Trump stated that any employees who failed to respond were under review, and they could be fired. **Statement from 21 former DOGE employees (obtained by the Associated Press):** “We will not use our skills as technologists to compromise core government systems, jeopardize Americans’ sensitive data, or dismantle critical public services. “We will not use our technical expertise to implement or legitimize DOGE’s actions.” This letter of resignation highlights the ethical and risk concerns associated with DOGE’s practices.
